Background of the Study
Internally displaced persons (IDPs) represent one of the most vulnerable populations in conflict-affected regions. In Nigeria, the Boko Haram insurgency in the northeastern states, particularly Borno State, has led to widespread displacement, with millions of people forced to flee their homes in search of safety (Khalid, 2024). Maiduguri, the capital of Borno State, hosts a large number of IDPs, many of whom live in camps or with host communities. The challenges faced by these displaced populations are multifaceted, including inadequate shelter, lack of access to basic services, limited livelihood opportunities, and psychological trauma.

While the Nigerian government, in collaboration with humanitarian organizations, has made efforts to provide relief to IDPs in Maiduguri, the resettlement process has been slow and fraught with difficulties. The lack of adequate infrastructure, insufficient funding, and limited coordination between government agencies and NGOs have hampered efforts to support the resettlement and reintegration of IDPs (Abubakar, 2023). This study aims to examine the challenges of resettling IDPs in Maiduguri and explore the effectiveness of government and non-governmental interventions in addressing these challenges.

Statement of the Problem
The large-scale displacement of people due to the Boko Haram insurgency has created a humanitarian crisis in Maiduguri, with IDPs facing significant challenges related to shelter, security, access to healthcare, and livelihoods. Although various interventions have been initiated to assist the displaced, the challenges of resettlement and reintegration remain unresolved. The central problem lies in the mismatch between the scale of displacement and the resources available for resettlement, coupled with the ongoing insecurity in some areas of Borno State. The study seeks to identify the barriers to effective resettlement and suggest solutions for improving the living conditions and prospects of IDPs in Maiduguri.

Objectives of the Study

  1. To assess the challenges faced by IDPs in Maiduguri Metropolitan Council.

  2. To evaluate the effectiveness of government and humanitarian interventions in supporting the resettlement of IDPs in Maiduguri.

  3. To propose strategies for improving the resettlement and reintegration process for IDPs in Maiduguri.

Research Questions

  1. What are the main challenges faced by IDPs in Maiduguri Metropolitan Council?

  2. How effective have government and humanitarian interventions been in addressing the challenges of IDPs in Maiduguri?

  3. What strategies can be implemented to improve the resettlement process for IDPs in Maiduguri?

Research Hypotheses

  1. The resettlement of IDPs in Maiduguri Metropolitan Council is hindered by inadequate infrastructure and limited resources.

  2. Government and humanitarian interventions have not significantly improved the living conditions of IDPs in Maiduguri.

  3. Enhancing coordination between government agencies, NGOs, and local communities will improve the resettlement and reintegration process for IDPs in Maiduguri.

Scope and Limitations of the Study
The study focuses on IDPs in Maiduguri Metropolitan Council, Borno State, and examines the challenges of resettlement between 2015 and 2025. Limitations include the difficulty of gathering data from IDPs due to their vulnerable status and the challenges of accessing certain areas of Maiduguri due to ongoing security concerns.

Definitions of Terms

  • Internally Displaced Persons (IDPs): Individuals who have been forced to flee their homes due to conflict, violence, or natural disasters but remain within the borders of their own country.

  • Resettlement: The process of relocating displaced persons to new areas, providing them with necessary services and support for reintegration into society.

  • Humanitarian Interventions: Assistance provided by governments, international organizations, and NGOs to address the needs of people affected by conflict, disaster, or displacement.
